Valerie Gross (2013), in Transforming Our Image, Building our brand:  The Education Advantage, proposes her revolutionary Three Pillars Philosophy as a way for libraries to position themselves as education not just an extracurricular educational element.  The Howard County Public Library System successfully utilized this philosophy to improve library funding.  Gross's philopsohy is a blueprint for other libraries to use to update and improve their public image for 21st century relevancy.
